Why does this portable AC unit switch to fan mode and blow hot air once it reaches the set temperature?

This is an energy-saving design. It cools to the set temperature, then the compressor shuts off and it switches to fan mode. When the temperature rises, it switches back to cooling mode, repeating the cycle.

Does it need to drain water frequently?

There's no need to drain when using it as an air conditioner or fan. However, in extremely humid rooms or when using the dehumidification mode, continuous draining with the water pipe( included in the package) is required.
